Manuel de la Vega letter to the Discretorio of the College of San Fernando, Mexico : LS, 1783 Oct. 20.

Concerns a controversy over succession to the guardianship of the College of San Fernando, the training center for the Franciscan missionaries to California. Vega (Commissary General of the Indies) writes that because the Visitador General was present at the time of the death of Father Pangua (the former guardian), the Visitador's selection of the new guardian applies rather than that made by the local Vicario de Casa. Bega says that the method of selection outlined in the papal Bull applies only when no authority is present.
